The annual training organized by the National Information Center for Academic Recognition and Mobility for higher education institutions of the Republic of Armenia took place on December 5, 2025 on the topic “Recognition of Refugees’ Qualifications: European Qualifications Passport for Refugees.”
The aim of the training was to promote the effective implementation of Article 20 of the Law on Higher Education and Science of the Republic of Armenia by increasing awareness at higher education institutions regarding issues related to the recognition of refugees’ qualifications, as well as to familiarize HEIs representatives with the procedure for issuing the European Qualifications Passport for Refugees (EQPR).
22 representatives from 17 higher education institutions participated in the training. The training consisted of theoretical and practical components.
During the theoretical part, the credential evalutors from the National Information Center for Academic Recognition and Mobility presented Article 7 of the Lisbon Recognition Convention, its prerequisites, and the recommendation related to Article 7. The representatives of HEIs were introduced to the process of recognizing refugees’ qualifications, the applied methodology, as well as national and international practices in this area. In particular, the international best practice for recognizing refugees’ qualifications — the Council of Europe’s European Qualifications Passport for Refugees program — its procedure, and achievements were thoroughly presented.
In the second part of the training, participants had the opportunity to evaluate qualifications using real examples, discussing challenges they have encountered in their own institutions.
