Armenia has demonstrated its commitment to fair and transparent recognition of qualifications and international academic mobility by ratifying three key conventions: the Lisbon Recognition Convention (Convention on the Recognition of Qualifications concerning Higher Education in the European Region, 1997), the Tokyo Convention (Asia-Pacific Regional Convention on the Recognition of Qualifications in Higher Education, 2011) and the Global Convention (Global Convention on the Recognition of Qualifications concerning Higher Education, 2019).
Recognition Conventions
Armenia ratified the Lisbon Recognition Convention in 2005, which facilitates the recognition of qualifications in the European region and promotes fair procedures and transparency among signatory countries. In 2011, Armenia signed the Tokyo Convention, extending its recognition commitments to the Asia-Pacific region and fostering interregional academic cooperation. The Tokyo Convention was ratified on May 1, 2021.
Armenia was among the early countries to ratify Global Convention on the Recognition of Qualifications concerning Higher Education. It deposited its instrument of ratification on December 5, 2022. The Global Convention entered into force on March 5, 2023.
This convention is the first UN treaty with a global agenda in the field of higher education. It establishes universal principles for the recognition of higher education qualifications, aiming to enhance academic mobility and international cooperation worldwide.
While all three conventions share the goal of improving transparency and fairness in the recognition of qualifications, they differ geographically and in scope: the Lisbon and Tokyo Conventions apply regionally (Europe and Asia-Pacific, respectively), whereas the Global Convention offers a universal framework.
These three conventions together form a solid legal and ethical foundation for recognition practices. Their core messages emphasize the right to have one’s qualifications assessed fairly, the importance of recognition for promoting academic and professional mobility, and the need for cooperation among countries to overcome barriers to recognition. Their ratification is highly significant for Armenia, as they support the modernization of national recognition policies, strengthen institutional trust, and align Armenia with international best practices. By embracing these frameworks, Armenia enhances the credibility of its qualifications abroad, facilitates student and academic mobility, and ensures that foreign qualifications are assessed with consistency and integrity within its education system.
