Advising and Information Provision

Advising stakeholders by the ArmENIC on national education systems, diversity of qualifications, and recognition of qualifications is an important function aimed at ensuring transparency, consistency, and trust in academic and professional qualifications across borders.

The wide range of stakeholders comprise education institutions, public bodies and governmental agencies, employers, students, graduates and adult learners, professional associations, credential evaluators.

Advising typically relates to:

  • Information provision on accreditation status of foreign institutions and programs, details on national education systems, national qualifications frameworks and their relation to regional frameworks (e.g. EQF, EHEA-QF).
  • Recognition advice on whether a foreign qualification is comparable to a similar national one and what are academic and professional rights, guidance to stakeholders on procedures of recognition including advise on policies related to mobility and credit recognition, guidance on how non-formal or informal learning may be evaluated.
  • Legal and Policy Guidance to help in interpretation of national and international legal instruments and their implications. The center may act as an intermediate or provide expert opinions in disputes over qualifications and their recognition for the purpose of further education or employment.
  • Promotion of best practices, organising trainings, seminars for educational institutions, employers and students on different topics related to recognition, education fraud, digitalisation of qualifications, etc.

The provision of trustworthy and relevant information concerning qualifications is paramount for their recognition. Without comprehensive, accurate, and transparent information, the entire process of recognition of qualifications for any purpose would be impossible or incorrect. The LRC stipulates the Parties to make available complete information on educational institutions and programs. The diversity of educational institutions and programs compels recognition authorities to move beyond rigid, traditional models. It necessitates a more nuanced, flexible, and outcomes-based approach, underpinned by robust information-sharing, international cooperation, and a willingness to assess the true learning achieved rather than just the formal pathway.

ArmENIC’s role is to act as a central, authoritative hub for information on recognition of qualifications, ensuring that both Armenian and foreign qualifications are understood, evaluated, and recognized fairly and efficiently, thereby supporting academic and professional mobility and upholding the integrity of educational standards.
